What Is Chen Zhi and the Prince Group, Accused by the US and UK of Massive Scam Operations?

The UK and US have enforced measures on a multinational network based in Southeast Asia, allegedly running large-scale internet fraud schemes that are suspected of exploiting victims of human trafficking to defraud individuals globally.

This criminal enterprise has expanded in recent years, especially in certain areas in Cambodia and Myanmar where hundreds of thousands have been duped by fraudulent employment offers and then coerced to commit online fraud, including fake relationship schemes, sometimes under the menace of torture.

The US treasury department stated it had implemented what it called the largest action ever in Southeast Asia, focusing on 146 people connected to the so-called organization, which the United Kingdom also penalized.

Those sanctioned comprise the leader of the alleged network, Chen Zhi, as well as numerous persons linked with his business operations throughout south-east Asia and the Pacific.

What is the Alleged Syndicate and the Identity of Chen Zhi?

Based on official statements, Chen Zhi, 38, also referred to as “the alias”, is the founder and chairman of Prince Holding Group (the group), a multinational business conglomerate based in the Southeast Asian nation which, according to its website, is centered around “property investment, financial services and consumer services”.

On 14 October, American officials stated that the accused, who remains at large, had been indicted for conspiracy to commit fraud and money laundering conspiracy for directing Prince Group’s operation of forced labour scam compounds throughout the country.

His swift rise to riches has gained him substantial clout, comprising alleged consulting positions to the nation's leader. The individual, born in China in 1987, is believed to have acquired nationality in Vanuatu and Cyprus, and is also a citizen of Cambodia.

Reasons Behind They Been Sanctioned?

The Department of Justice claimed people had been held against their will in the fraudulent operation centers linked with the group and forced to participate in a variety of deceptive practices that defrauded billions of dollars from targets in the US and globally.

As part of the investigation into Chen, the United States and UK have confiscated $15bn (ÂĢ11.3 billion) in cryptocurrency and blocked properties in London.

The seized assets are believed to comprise a ÂĢ12m residence on Avenue Road, one of the costliest locations in London, a ÂĢ95m office block on a key financial avenue in the heart of the London's banking area, and multiple apartments in central London.

“Now the FBI and partners carried out one of the biggest crackdowns on fraud in history,” said FBI director the official in a statement about the measures.

Other Parties Is Involved?

According to the senior justice official, the accused was the supposed “mastermind behind a vast cyber-fraud empire functioning under the group's banner”. He was placed on a US sanctions list this month alongside more than a dozen other individuals suspected of being involved in his commercial network.

More than 100 business entities – registered in multiple Asian jurisdictions and more – were also placed on a blacklist because of alleged links to the leader.

Impact of the Sanctions Do?

Cambodia’s interior ministry spokesperson told media outlets that the government would work together with foreign nations in the legal proceeding against Chen.

“We are not protecting individuals that break regulations,” he said. “However, this does not imply that we blame the group or its leader of committing crimes similar to the allegations made by the US or the UK.”

In spite of the historic set of penalties, experts say the fraud sector is still enormous, with the UN estimating in recent years that about 100,000 people were being forced to execute internet fraud in the nation, as well as at least 120,000 in the neighboring country and tens of thousands in other Southeast Asian states.

Given the widespread nature of the industry in several Southeast Asian nations, some fear any arrests will leave a vacuum for additional global syndicates to take over.
